Singapore - The National Delivery Champions Association (NDCA) and the National Private Hire Vehicles Association (NPHVA) are now formally recognised by Grab Singapore (Grab) to represent Grab’s platform workers under the Platform Workers Act. This recognition enables the two Platform Work Associations to represent Grab delivery and private hire drivers on work-related concerns at the Ministry of Manpower (MOM), if required.
NDCA and NPHVA to Protect Platform Workers
This formal recognition is a direct follow up from the Memorandum of Understanding (MOU) signed in 2023 between NDCA, NPHVA and Grab to better support Grab’s delivery and driver partners through training programmes, facilitating structured dialogues, and enhancing their representation.
NTUC Assistant Secretary-General and Advisor to NDCA and NPHVA, Yeo Wan Ling said, “Grab’s recognition of NDCA and NPHVA, along with their sponsorship of six months of NTUC membership, demonstrate their commitment to recognising the role that the platform work associations can play in enabling the continued progress of platform workers’ rights and representation. This recognition provides platform workers with additional support channels to receive training and raise necessary work concerns that they may have in a structured way. By working closely with platform operators like Grab, we can better pave the way for a better future for platform workers in Singapore.”
NDCA President Ng Gan Poh and NPHVA General Secretary Joseph Goh Say Sing said, “As representatives of delivery and private hire driver partners, this formal recognition is an important development for our platform workers as it will strengthen our members’ collective voice and also ensure that they can benefit from additional support when needed. We look forward to continuing our partnership with Grab to further improve working conditions and welfare for all. We encourage more platform workers to join NDCA and NPHVA so that we can be a stronger collective voice together.”
Head of Transport and Country Operations for Grab Singapore Alvin Wee said, “This formal recognition reflects the shared commitment we have with NDCA and NPHVA in improving platform worker welfare. NDCA and NPHVA have been invaluable partners to Grab and our delivery- and driver-partners. We hope that our 6-month sponsorship of membership fees under our GrabBenefits 2.0 programme will enable driver- and delivery-partners who have yet to join the associations to benefit from the resources, advocacy, and community they offer.”
Collaborative Initiatives to Support Platform Workers
In October 2024, Grab announced additional benefits under its GrabBenefits 2.0 partner programme, developed based on direct feedback from the platform’s driver- and delivery-partners. Backed by a $4 million annual investment, the upgraded programme offers platform workers access to a range of highly-subsidised or complimentary services to offset their healthcare and other daily operating costs, as well as upskilling and education opportunities. Following the formal recognition of the platform work associations, the programme will also include a 6-month sponsorship of NDCA and NPHVA membership for new Grab driver or partner sign-ups.
On an ongoing basis, NDCA and NPHVA have been engaging platform workers through initiatives such as partner appreciation events and networking sessions. These serve as valuable opportunities for platform workers to share their concerns, allowing the platform work associations to better understand their needs and advocate for them effectively.
